Preliminary Aboriginal Heritage Test (PAHT)

The Preliminary Aboriginal Heritage Test (PAHT) is a voluntary process designed to provide sponsors with certainty about whether a cultural heritage management plan (CHMP) is required or not.

The PAHT certification was an amendment included in the Aboriginal Heritage Amendment Act 2016 and may save sponsors valuable time, expense, and effort required to complete a Cultural Heritage Management Plan (CHMP) - if it is not required. If you are unsure of your project requirements and want to seek certainty on whether your activity will trigger a CHMP, the preparation and submission of a PAHT for certification may be appropriate.

The Secretary to the Department of Premier and Cabinet certifies whether a CHMP is required for a proposed activity and the Secretary must decide whether to certify the PAHT as correct within a 21 day evaluation period.

ArchLink Archaeologists and Heritage Advisors have assisted many clients through this process and are fully qualified to assist you in the preparation of a PAHT.

ArchLink can assist you to complete the PAHT by providing:

  • a brief background assessment of the proposed activity area, including a search of the Victorian Aboriginal Heritage Register

  • details of any site inspection made

  • a conclusion of whether a CHMP is required

  • PAHT application report

  • Historic photos or other relevant items

  • Timely and efficient turnaround of your project
